Perhaps the best argument in favor of the PC version is access to mods and the ability to edit the game's scripts yourself. I found a forum thread from last May where the developer said that they planned to submit a fix to Sony "next week". I encountered this bug on PC as well, right after installing the DLC, but I restarted the game and then my campaign, and it hasn't happened again.
My recommendation is to leave Contingency Plan turned off unless you really care about it. You can avoid picking one of those agents for your starting team, but there's still the risk that an agent you rescue from a detention center will be no more than a warm body. The augments are described on the starting screen, but when you get into the game, they won't be there. However, there is a significant bug with it: the four new agents are sometimes missing their augments (built-in special effects that they're supposed to start the game with). You can turn it on or off before you start a campaign. The console edition includes the Contingency Plan DLC you don't have to pay extra for it. The game is also available for iOS, and I haven't played that either. I assume that most of my Linux experience applies to Windows and MacOS as well, but I don't have first-hand knowledge.
